I was wondering if you can use a fastpass and a rider switch at the same time? Also, where does the parent wait with the child?

Yes, you can use a fast pass and a rider switch at the same time. The child not wishing/able to ride should be shown to the Cast Member at the Fast Pass entry and the CM will give you a Rider Switch. The parent waiting with the child not riding can wait anywhere near the ride, but not in the que area.
